I had a friend bring a Trichocereus chiloensis across the US border in a car. It was a foot long. He declared it as a house plant and there was no problem. That was about 2 years ago.

I was told by one of the Border Officers that runs the border here, that they know of the loophole and don't allow people to use that anymore. The section was for people actually bringing in houseplants with their household objects, not plants with novel traits. Some places might not know the difference but you would be walking a thin line. As well what Sarracenia are you looking for? You've never posted a looking for add? If you go through with this it better be something I don't have I even heard of people hiding seeds in the bottom of the "houseplant" they has in a plastic bag!, they even find that I do not profess to know but I would say at the border they have a plant list that's ok and a list of plants you need documentation for, otherwise everyone would smuggle plants and seeds to sell black market better to play by the rules or next time you go they might perform a cavity search lol!!

The post by h20 sums it up.
You would probably get through, many have and do. If you get nipped you
a: loose the plants, for sure, search all your stuff.
b: get marked, wait pulled over like an ass thinking ; " why didn't I just plan ahead and pay the 100 $ rather than sitting here baking in the sun." In most ocasions some of the rarest plants known are being transported. If I saw an Edens black get tossed I may just grab it and drive. That's a whole nother post and I'm getting off track.
c: possible fine, not likely at all.
The max fine would be $15k , chances almost none... eh
