I have a nepenthes jacquelineae that I want to propagate by separating the basal shoot, how do I separate the basal shoot?

How old is the basal shoot? Usually you want to leave it on for a while because the basal shoot will grow and slowly disconnect from the mother plant and form it's own root system. Then, you can just repot the mother plant and the basal.

It is about a year old , how can it separate it self? It looks really firmly attached to the main stem .

I would leave it on until it slowly separates from the mother plant. You can always cut it from the parent plant, but there's no garuntee it will survive.

I was told to leave the basals also. Best advice I've received on the subject suggested to take your cutting from the tip of your main vine 3-4 nodes down. Pop er in water and the thing will just keep on chuggin. At the cut you will more than likely develop new growth points too ;-)
