Slightly better, but possibly not worth the money if you want something a little more simple(and cheap). I think you could get away with just using T8s, there isn't really too much difference in light penetration with fluorescent lights. If you really need to grow something larger, metal halide or high pressure sodium lamps may be an option, but I wouldn't recommend that unless you have the space and necessary ventilation equipment. If you are willing to wire your own T8 ballast with a power cord, there are some at a decent price at Home Depot: www.homedepot.ca/product/2-ft-t8-1l-17w-mini-strip-light/825099www.homedepot.ca/product/f15t8-plug-in-fluorescent-undercabinet-fixture-18-inches/980574There were quite a few that could meet your needs, you may want to search homedepot.ca for fluorescent lights. I tried to include a link for the search results, but it didn't work.

I would recommend arranging it so that there are 2 tubes over each tray instead of one. You can still grow some nice plants without the double row, my first CP setup was a single 15 inch t8 light, and it produced some gorgeous red-trapped VFTs(no longer in collection).

CFL's have a lower output per watt than tubes. My go-to light was the $20 2 tube T8 shop light from Home Depot. I'd put 2 on each 18" deep shelf. But I found they only last a few years. The copper connections in the cheap sockets are so thin they twist and bend and the housings rust. Now I'm using the $60 4-bulb unit. www.homedepot.ca/product/4-ft-t8-4l-32w-grid-shop-light/825098It has the added advantage of a plug on each unit so you can string them together in series.
