Can i leave dried pine needles on bog planter year round for erosion control / frost protection for winter?

Yip, helps with acidity control too. The owner of our 'bogdominium ' coats the entire display every winter as frost prevention.

All of a sudden I'm happy about the out of control white pine I planted 5 years ago. It's like a knew there was a greater purpose...

Cool iv been pruning shrubs / trees in out yard this year ... We dont prune much aroundhere haha....but i plan to do a yearly maintenance now.. Lilacs being 15 feet or more and there was 3 of them.... But i cut alot of the 2 pine trees out cuz dad planted them too close to house and a bench he built . anyways i have 15 feet plus of pine branches iv kept and r drying Just wanted to make sure i can leave the needles all year. As well as i just planted the planters now thinking it will be better for them to be in a much bigger pot then a 4 inch . and wanna make sure i can leave needles on there alll year

A thin layer to take the windchill off but still allowing air transfer preventing moulds is what I've seen. Like a low pro organic remay cloth :-D

You shouldn't need fungicide if there is good aeration.
