Could someone tell me if that conclusively means that I could conduct trades for seeds with Canadian hobbyists? How do you read it? Do gemmae count as being seeds? I've turned down trades with Canadian growers because of being told that it was illegal.

Good question... personnally, I think you can trades seeds without problem with hobbyists in Canada, but note that i dont represent the law so i might be wrong...
For gemmae, it's a bit different, since they are a vegetative part of a plant, not a seed. I do think it would be treated differently by custom then.

I've bought seeds from Peter Pauls and no paperwork is required. But definitely gemmae would be illegal.

From a Canadian perspective, I've never had any trouble with trading seeds. Gemmae, however, are considered a plant and require paperwork if you want to send through mail. I've only done it once before for a nep cutting.
Someone else once decided they didn't want to fill out the forms and took a chance to send me gemmae eventhough I offered to pay for the fees.
