All you have to do is have the persons name and addy. Your name and addy. You fill out paperwork that literally takes 5 mins. You call the inspector and pay the 66$ for the phytosanitary which he comes to your residence to issue. He comes to your house with the paperwork, bs's with you about his favorite sports team for a few minutes and the signs your paperwork.
