I wonder if it really is dependent on touching the ground before creating a pitcher. I've seen many pitcher plants in hanging baskets so I have no idea how those pitchers would ever touch the ground o.O
I'm not aware that touching the ground affects the size of the pitcher, but lower pitchers do generally try to develop on the ground since they mainly attract crawling insects. I have definitely noticed the behavior on some of my plants, and some will even bury the tendrils in the soil a bit before developing a pitcher.
