Is the plant growing another stalk? Is that the right term?

It looks like a D. capensis and if you are refering to the redish protrusion going downwards, that looks like and aerial root seeking more water. What sort of conditions do you have?

Yep that looks like a root. I think it's pretty typical behavior when the stem gets long enough. My capensis plants do it too, and also one of my burmannii that's gotten quite tall.

It is a tap root to reinforce the plant as it grows taller

Those roots are for support? I saw some growing on my capensis too and I just figured it was doing some plant thing for plant reasons so I didn't really give it a second thought I guess it makes sense though.
