Yup, sure looks that way. It was growing on a rock in a cedar forest 10 feet or so from my pond.

It may be carpet moss if it was growing on a rock in a forest. It's hard to tell for sure without seeing the whole plant.

If you're having trouble uploadint pictures, try using imgur.com
It's very easy to use, and gives you several different options for picture size so you don't have to resize it yourself.
You can also upload from your phone with the imgur app.

I got the link and it said couldn't find picture. So i am not sure the problem. I tried all links. Lol
