I'm going to be buiding an outdoor bog for some temperate CP's within the next couple of weeks. My plan is to fill the bottom resivoir with lava rock, stick a pvc tube down into that which will protude a couple inches above the soil. That's what I plan on using to water and monitor the level as well. My question is, should I wash the lava rock before putting it in, or is it consiered safe as-is for CP's?

Wash, wash, wash! Lava Rock is always good to rinse before using, I always rinse mine until I would use it in an aquarium.
Looking forward to updates! I'll have loads of Sarracenia and other temperate plants up for sale in the next couple weeks.

Would I be better off using white quartz rock in the bottom instead of lava rock? Or is that an unnecessary step altogether and should I just do a peat/perlite mix throughout?

I've used types of rock as filler just because it's cheap and takes up space but in smaller bogs it really doesn't matter. If it makes things easy just use all peat and sand or peat and perlite.

If you plan on making a permanent bog do not trouble yourself with my idea but : For my potted bog, I switch from rock to styrofoam because pot was getting too heavy. I keep all the wrapping that came with shipped stuff for that purpose so it's free. It is not biodegradable but you have to cut it in chunks otherwise, the media will float.

I use clay balls for the very bottom so there's a potential air space at the bottom and for the PVC pipe to sit in. The next layer is mineral wool cubes which are very light and keep the clay ball layer clean so the PVC drainage pipe will stay clear.
