What's the brand? Anything organic in it?

I wouldn't use it on anything you care about, when it is hard like that it means moisture has gotten into it. If you don't want to chuck it just dissolve it into a really low concentration and use it on your garden.
Ian has a good point, if it's anything organic you might want to avoid using it.

Smells like cat pee? That's the urea in it which provides nitrogen (poorly). It may just be extra smelly because it got wet. Or maybe your cat peed in it.
I don`t think dry inorganic fertilizers have a short shelf life. I have had a jar of Schultz for years, but these days I use it for my patio plants only. If I leave the lid off it hydrates and I get solid chunks. I just dissolve them a little longer.
